Trooper's Narrative:

On October 16th, 2024, at approximately 1:35 p.m., I, Trooper Lincoln Smith, got behind a black Chrysler 200, displaying an
Arkansas tag AFR04I, northbound on Interstate 530 near mile marker 36. Once I got behind the vehicle, I ran it through
ACIC/NCIC. The vehicle returned to show no current insurance with a registered owner of a Charnekwa Shante Patterson.

Upon running Ms. Patterson's driver's license it showed to be suspended.
At approximately 1:36 p.m., I activated my emergency lights and initiated a traffic stop on I-530 northbound at the 35 mile
marker on ramp. The vehicle pulled to the right and stopped. I approached the vehicle and introduced myself and the reason for
the stop. Upon approach to the vehicle, I recognized the driver as the registered owner of the vehicle.

During this interaction, Ms. Patterson stated that I did not have probable cause to make the traffic stop. She declined numerous
times when asked for her ID or driver's license. I then asked for the keys to the vehicle, and she rolled up her passenger-side
window. I then went to the driver's side and attempted to have her step out, but she refused. After a brief interaction, Ms.
Patterson turned on her car and drove northbound.

I immediately gave chase in my vehicle and notified dispatch of the situation. My vehicle reached speeds of 85 MPH in the
posted 75 MPH zone. I caught up to Ms. Patterson and performed a tactical vehicle intervention (TVI) on the vehicle's
passenger side on I-530 northbound just south of mile marker 34, causing the vehicle to leave the roadway to the right into the
ditch.

Once we had come to a stop, I verbally commanded Ms. Patterson to exit the vehicle and lay on the ground, which she did, and
I placed her into custody. The next wrecker service was called to the scene, and Insley's Towing responded to take possession
of the vehicle.

As a result of the TVI, the suspect vehicle sustained approximately $3,500 in damage to the right rear quarter panel.

I transported her to Dub Brassell Detention Center in Jefferson County, where she is being held for the following:

5-54-125(d)(2) 2023: FLEEING - VEHICLE OR CONVEYANCE - EXCEEDING THE SPEED LIMIT,
5-54-102: OBSTRUCTING GOVERNMENTAL OPERATIONS, and
5-54-103(a): RESISTING ARREST.
