JustAnswer Customer: When I have the key turned, it doesn't do anything.
JustAnswer Customer: I checked to make sure all the safety switches were engaging properly (brake, seat.).

Curtis B.: Technician: Do you have a voltmeter or testlight to see if there is voltage to the key switch?
Curtis B.: Technician: If thee is no voltage to the key switch,the ignition fuse may be bad.
Curtis B.: Technician: Do you know where the fuse panel is?
Curtis B.: Technician: Do you have the operators manual?
JustAnswer Customer: I do not have a fluke!
Curtis B.: Technician: Do you hear the click at the carburetor solenoid when you turn the key switch on?
JustAnswer Customer: i do have the operators manual
JustAnswer Customer: no click
JustAnswer Customer: no hours show on meter either
Curtis B.: Technician: No click, would mean there is no voltage to the key switch!
Curtis B.: Technician: Can be fuse bad!
Curtis B.: Technician: Page 20 shows the fuse location,tilt up the seat to find.
JustAnswer Customer: I saw that inline fuse when I was checking the battery.
JustAnswer Customer: Is that the only fuse on the thing?
Curtis B.: Technician: the 20 amp fuse would be he one to check.
JustAnswer Customer: Also, if you try it with the PTO engaged, you get the hours and the click of the PTO clutch engaging
Curtis B.: Technician: So it has to be a safety switch, usually the seat.

Curtis B.: Technician: No, it may be good,that's why you need a test meter, a cheap digital voltmeter is less than$10.00 at retail or auto supply.
Curtis B.: Technician: Just changing parts is an expensive fix!
Curtis B.: Technician: Try WD40 in all the switches and move the switches and work them,to see if one may be stuck.
Curtis B.: Technician: I would put all the switches back you have bypassed!
JustAnswer Customer: I rechecked and you can hear the carb solenoid clicking when you turn the key.
JustAnswer Customer: I am ordering a good fluke meter from Amazon.
JustAnswer Customer: I need one anyway.
JustAnswer Customer: I don't think it would be the seat safety switch because it can be started if you are not seated as long as the brake is set, the PTO is not engaged and the steering arms are in neutral.
Curtis B.: Technician: OK, let me know what you find,I suspect it is a safety switch but it could be the starter solenoid, not engaging when the key is turned.
