How to make the SeaSparrow Explosion-proof & partially Fireproof, during Gray Imports - GTA

Unlike other vehicles, for some reason the SeaSparrow only becomes partially fireproof during this mission. It will be fireproof for about the first 30 seconds, and then it eventually loses that ability.
All other vehicles using this technique seem to become fully Fireproof.
