Crime Knows No Borders; Implement ‘Zero Delay’ Policy Strictly:

Tri-Commissionerate High-Level Coordination Meeting Held at TG-ICCC
To bolster public safety and ensure seamless crime control across the Telangana capital, Hyderabad City Police Commissioner Sri V.C. Sajjanar, IPS, stated that jurisdictional boundaries must never hinder law enforcement. He directed officers to strictly implement the ‘Zero Delay’ policy at the field level to ensure immediate response to incidents and swift justice for victims.
A high-level coordination meeting of the three police commissionerates—Hyderabad, Cyberabad, and Rachakonda—was held on Wednesday at the Telangana Integrated Command and Control Centre (TG-ICCC) in Banjara Hills. Chaired by Hyderabad CP Sri V.C. Sajjanar, IPS, the meeting was attended by Cyberabad CP Sri Avinash Mohanty, IPS, and Rachakonda CP Sri G. Sudheer Babu, IPS, along with other senior officials, to discuss urban security, traffic management, and offender surveillance.
Speaking to officers, CP Sri VC Sajjanar noted that in an era of advancing technology, criminals often commit offences in one jurisdiction and seek refuge in another. He warned that delays caused by jurisdictional ambiguity could allow offenders to escape.
"There should be no communication gap between field-level personnel. Regardless of where a crime occurs, the nearest police unit must respond immediately without debating jurisdiction," he stated.
The Commissioner directed the three commissionerates to maintain joint surveillance on rowdy sheeters and habitual offenders. He stressed the importance of real-time intelligence sharing, noting that since offenders frequently change residences across the three commissionerate limits, a robust information-exchange plan must be in place to track their movements continuously.
The meeting also resulted in several key decisions to tackle the city’s growing traffic challenges:
Uniform ‘No Entry’ Timings: Heavy vehicle entry timings will be synchronized across all three commissionerates. Heavy vehicles will be restricted from entering city limits during peak hours and must be halted on the outskirts.
Joint Drunk & Drive Operations: To prevent violators from escaping via alternate routes, simultaneous and coordinated Drunk & Drive checks will be conducted at all border points during weekends.
Special Drive for Pending Challans: A massive joint operation will be launched to recover long-pending traffic challans by integrating the databases of the three commissionerates.
Signal Synchronization: Real-time coordination will be maintained to manage signal timings at border junctions, ensuring a smooth flow of traffic between jurisdictions.
Regulation of Private Travel Buses: The meeting resolved to find a permanent solution to the congestion caused by private travel buses operating within city and suburban limits.
"When criminals do not respect borders, the police shouldn't either. Our ultimate goal is a 'Safe Hyderabad.' By utilizing technology and working as a ‘Single Force,’ we can effectively eradicate crime. There will be no mercy for those disrupting law and order, no matter where they hide," CP Sajjanar warned.
Cyberabad CP Sri Avinash Mohanty, IPS highlighted that the rapid expansion of the IT Corridor and Financial District necessitates seamless coordination and the integration of CCTV networks to track criminal movements in real-time.
Rachakonda CP Sri Sudheer Babu, IPS proposed the formation of Joint Teams to curb organised crime and illegal activities, such as ganja smuggling, emphasizing that information exchange is the backbone of urban policing.
The meeting was attended by Additional CP (Crimes) Sri M. Srinivasulu, IPS; Joint CPs Sri Tafseer Iqubal, IPS, Sri D. Joel Davis, IPS, and Sri Gajarao Bhupal, IPS; and DCPs from all three commissionerates.
