N Chandrababu Naidu has made a solid comeback in Andhra Pradesh. His Telugu Desam Party has left the previous ruling YSRCP government behindwith a gaping distance. ((Naidu oath visuals)) Even as Naidu took oath on June 12th as chief minister, a fiscal struggle stares at him.



Naidu had made some bold poll promises. These are called his 'Super Six Guarantees'



Number 1: Naidu had promised to hike the monthly pension from the existing 3,000 rupees to 4,000 rupees going forward - and there is also a backlog from the previous government. Not just this, he also announced a pension of 6,000 rupees for the differently abled and 1,500 rupees per month for every woman above 18 years of age. Overall, solely for the coming July month, the state requires 4,500 crore rupees to disburse social pensions to about 65 lakh beneficiaries.



Number 2: Naidu announced free travel to women in government-run buses. While the scheme is similar to what Delhi has, the new government will have to reimburse nearly 2,000 crore rupees annually. In general, the state earns about 450-500 crore rupees through ticket revenue monthly and women constitute 45-40% of all travellers.



Number 3: Here is one more women-centric promise that Naidu made. He promised 3 free cooking gas cylinders to every household per year. Unlike the Pradhan Mantri Ujjwala Yojana scheme - which provides free gas connections to families living below the poverty line - Naidu promised gas cylinders to every household.



Number 4: Next was the promise of handing 15,000 rupees to every school-going child annually. Remember, the previous government had a similar scheme called "Amma Vodi" in place but only poor mothers and recognized guardians in the absence of a mother were eligible. However, Naidu has removed the cap on the number of beneficiaries by bringing in every school-going child - which means the amount spent will rise substantially.



Number 5: Under Super Six, Naidu also promised to provide support to the agricultural sector. He announced an annual financial assistance of 20,000 rupees to every farmer.



And finally, for the youth,



Number 6: Naidu said that his government will create 20 lakh jobs within 5 years in the state - which boils down to 4 lakh jobs per year. He also promised to provide a monthly unemployment allowance of 3,000 rupees.



As per the FY24 government budget document, Andhra Pradesh has a public debt of 4.83 lakh crore rupees.



Evidently, the Super Six guarantees played a crucial role in securing Naidu's and TDP’s victory but the real test will be in their implementation and the ability to navigate the state's fiscal challenges.
