You need the Ethereal lens from a Barons Rest mission :    • The Ruined King : How to unlock the Chest ...  

The lens will then ley you see 4 chests that are located in :
Slaughter Docks - Lower right of Map :    • Ruined King : Veil jumper Bounty Chest 1  
The Warrens - Upper left of Map :    • Ruined King : Veil Jumper Bounty chest 2  
Grey Harbor - In the Clario Estate House :    • Ruined King : veil jumper Bounty chest 3  
Windrake Isle - Lower Left of Map :    • Ruined King : veil jumper bounty : Chest #4  

It seemed bugged for me and i only found the one in the Windrake Isles.
Then when visiting the sunken market in the docks the Veil Jumper just appeared.
Defeating him gives the Midnight fox token that is needed for Ahris Legendary Weapon.
