Why Does Shin Godzilla Look Like Destoroyah?

It was revealed in 2012 that a memo named Shin Godzilla that was left by Ishiro Honda; has him planning to create a Godzilla to self-divide, and coalesce his enemies, absorb them and grow larger, To keep on changing and mutating and later enabling aerification and solidification, and even the ability to become inanimate but not dead. The plan was to have a Godzilla that would evolve into a god-like creature that would have his own universe inside and become immortal. This incarnation of Godzilla is very similar to Destoroyah.
