Abstract:
In July 2020 the decision to raise Australia’s Minimum Age of Criminal Responsibility was deferred by Australia’s Council of Attorneys-General to determine alternative ways to manage young offenders. Residential Treatment Care (RTC) could be this alternative. RTC is a residential model that provides assessment, treatment planning and multimodal therapy for behavioural disorders. Care is provided by a multidisciplinary team in a semi-secure, yet intentionally de-institutionalized, home-like environment.

Dr Kevin Rourke is a Psychiatry Registrar at Bloomfield Hospital. He will present on current models of residential care in Australia, compared with international models. He will also discuss the feasibility, need, applicability and the existing evidence base of RTC.

Ms Lawson is the Clinical Director for Kameleon Group, a Board Certified Behaviour Analyst and Registered NDIS Behaviour Practitioner with decades of experience working with children with behavioural disorders. Ms Lawson will present ‘Restart’ as a proposed evidence-based framework of how this model could be implemented in Australia. The model would utilize research on Applied Behaviour Analysis to utilize systemic measurement of treatment outcomes to facilitate behavioural change.

Ken Zulumovski Hon DHSc received the honorary award of ‘Doctor of Health Sciences’, from The University of Sydney for his pioneering work in Indigenous mental health. As founder and managing director of Gamarada Universal Indigenous Resources (GUIR) Pty Ltd, he will present on the COURAGE Coaching model. (Culture, Optimism, Understanding, Relationships, Acceptance, Gratitude, Encouragement). The Courage Coaching model was developed from a cross-cultural alliance between Indigenous and mainstream mental health practitioners as a framework for program codesign, and culturally safe, trauma informed therapeutic coaching and mentoring.
