In the Hualien area, the main water supply system during the Japanese colonial period was the Hualien Port Waterworks, which included the Meilun and Sapotang Water Purification Stations, primarily sourcing water from the Meilun River (Sapotang River). After the war, the Hualien area was served by 13 main water supply systems, with a total supply capacity of approximately 220,000 CMD, serving a population of 310,000. The largest supplies came from the Sapotang and Shoufeng Water Purification Stations.

In the Taitung area, the main waterworks during the Japanese colonial period included the Lilong, Taitung, and Dawu Waterworks. After the war, Taitung was served by 19 main water supply systems, with a total output of around 120,000 CMD, providing for over 200,000 people. The primary supply systems are the Taitung, Chenggong, Dawu, and Guanshan systems. Surface water is the main source, including rivers such as the Lijia, Fujia, and Taiping Rivers.
