VAT is Value-added tax, which is borne by the private consumer. VAT at the appropriate rate will be included in the price you pay for the goods you purchase.
As a visitor to the EU or UAE, who is returning home or going on to another non-EU country, you may be eligible to buy goods free of VAT in special shops.
Conditions:
1. The tourists must provide proof of residence (E.g. passport or residence permit)
2. The goods must be taken out of the EU or UAE within 3 months of being bought. The tourist must provide a stamped VAT refund document proving this.
3. The value of the goods bought must be above a certain minimum specified by the country.
4. Retailers can either refund the VAT directly or use an intermediary. One or other of them may charge a fee, deductible from the refunded VAT amount.
5. Ensure that the goods are with you or in hand luggage, as you need to disclose the goods at the VAT receipt counter.
Tourists will receive their refunds at the departure port - airport, seaport, or border port - by submitting the tax invoices for their purchases from the registered outlets, along with copies of their passport and credit card.

Similar to VAT in EU & UAE, you can get refunds for GST in Singapore.
