The Commission held its 8th Special Hearing on Deputy Gangs to discuss the Special Counsel's Deputy Gangs highly anticipated report. The report, written by special counsel, Bert Diexler, provides a history of deputy gangs in the Sheriff's Department and identifies the gangs currently in the Department. The report also lists the obstacles to eliminating deputy gangs and confirms that eliminating gangs is constitutionally permissible. Finally, the report makes a total of 27 recommendations for the Sheriff to adopt.

Members: Chair Sean Kennedy, Robert Bonner, Luis S. Garcia, Patricia Giggans, James P. Harris, and Lael Rubin.

The Commission approved (5-2) a motion to "approve Report of the Commission’s Special Counsel and that the Commission adopt all of Special Counsel’s 27 Recommendations as Recommendations of the Sheriff Civilian Oversight Commission. Further, that the Chair of the Commission forward the Report and the Recommendations of this Commission forthwith to Sheriff Robert Luna, with the Commission’s strong recommendation that he adopt, implement and enforce the Recommendations with all deliberate speed."
