The Integrated Development Plan (IDP) for Dominica was the first of its kind in the Caribbean. It was a Development Plan that chased the aspirations of the people rather than the funding preferences of donors. The IDP Team of 4 distinguished Dominicans and myself, laboured for 16 months to formulate a series of sub-plans and planning concepts. I assembled 32 discussion papers from its contents and composed them into an accessible platform so that they can be read independently. The persons who had put themselves in charge of economic planning in Dominica were clueless on what to do with this volume of information.
