The Texas Film Commission - https://gov.texas.gov/film - is the first stop for resources that serve the film, television, commercial, animation, visual effects, video game and extended reality (XR) industries of Texas. The Texas Moving Image Industry Incentive Program (TMIIIP) is designed to build the economy through the moving image industry and create jobs in Texas. TMIIIP provides qualifying film, television, commercial, animation, visual effects, video game, extended reality (XR), and other moving image productions the opportunity to receive a cash grant based on a percentage of a project’s eligible Texas expenditures, including eligible wages paid to Texas residents. Grants vary by budget levels and types of productions, and are issued upon completion of a review of the project’s Texas expenditures. This incentive program is in addition to Texas’ Sales Tax Exemptions.

Stephanie Whallon – Director of the Texas Film Commission
Stephanie Whallon has served as Director of the Texas Film Commission since 2018. Having been at the Commission eleven years, she previously served as Manager of the Texas Moving Image Industry Incentive Program.
She received her MFA in film production from the Columbia University School of the Arts Graduate Film Program. After graduating, she worked in film production finance for companies located in New York, Los Angeles, and all over the world. While in Los Angeles she worked for Warner Bros and Clint Eastwood’s company, Malpaso Productions on films including Flags of Our Fathers, Nights in Rodanthe, Changeling, Gran Torino and as a visual effects accountant on The Dark Knight.
Ali Nichols – Production Consultant for the Texas Film Commission
Since 2010, Ali Nichols has been on staff at the Texas Film Commission working to promote, encourage and assist the creative industries in Texas. As a Production Consultant, she works closely with Writers, Directors, Producers, Production Designers and Studio Executives, promoting Texas as a premier destination for filmmaking, television production, commercials and still photography. Her travels have taken her to the far corners of the state and her efforts have been put forth on projects such as WALKER (2021- Present), FEAR THE WALKING DEAD (2017 - 2021), ALITA: BATTLE ANGEL (2019), THE IRON ORCHARD (2018), and THE LEFTOVERS (2016), among many others. She has donated her time and energy as a volunteer for the SXSW Film Festival and the ATX Television Festival. Ali is a graduate of St. Edward’s University, where she majored in Communication with an emphasis on Media Arts, Public Relations, and Advertising.
Katie Kelly – Marketing Specialist/Marketing Department
Katie Kelly has worked at the Texas Film Commission in various capacities for over fourteen years. Prior to joining the Texas Film Commission, she worked as a freelancer in the Texas Film, Television and Commercial industries working on notable projects such as The Alamo, Miss Congeniality and The Rookie. She received her Bachelor of Science degree in Radio- Television – Film from The University of Texas at Austin.
