At least 32 people have died in Storm Florence, mostly in North Carolina after it made landfall there as a hurricane four days ago. The disaster is expected to wreak about $22B in damage.
 
Tesla
The Justice Department has launched a criminal probe into Tesla following tweets by CEO Elon Musk about taking the electric carmaker private, according to Bloomberg. The federal fraud probe would be concurrent with the civil inquiry already opened by regulators into the statements Musk made last month.
 
Card Payments
Mastercard, Visa and other financial institutions have agreed to a $6.2B settlement in a long-running antitrust lawsuit over the fees merchants pay when accepting card payments. Merchants allege card networks and banks colluded to inflate those fees.
