A $15 billion gap in the New York City Metropolitan Transportation Authority’s five-year capital plan may curtail the city’s Second Avenue subway project. According to MTA Chairman Tom Prendergast, funding gaps in MTA’s $32 billion capital proposal will probably mean that the second phase of the construction project will be eliminated. This phase of the construction project extends from 96th Street to 125th Street in East Harlem. Prendergast told the New York Daily News that the MTA’s priorities are repairing and replacing equipment in the existing subway lines rather than extending new lines. If the Second Avenue subway project is completed, the new subway line will stretch 8.5 miles along the east side of Manhattan and connect East Harlem to the island’s southern tip. The project’s first phase, which extends from 96th Street to 63rd Street, will be completed by the end of 2016. As a project that’s been in the works since the 1920, the Second Avenue subway line has endured numerous false starts and delays mainly due to lack of funding. The New York State budget is up for negotiation this April though, and Governor Cuomo has hinted that transit funding is up for negotiation later this year.
