Recognizing that a fortified city must also be spiritually and nationally restored, Nechemia gathers the people and finds the ancient registry of those who first returned from Bavel with Zerubavel. The perek lists families, leaders, Kohanim, Levi’im, Nesi’im, and servants — carefully documenting the re-establishment of Jewish identity in Eretz Yisroel.
