UPDATE:
The much-anticipated delegated act outlining the methodology to establish what qualifies as low-carbon hydrogen has been adopted by the Commission. Unfortunately, most of the key concerns raised by industry have not been taken into account. While the document includes a few minor changes, it fails to tackle the core issues. As a result, it introduces additional barriers, like the different emissions values associated with piped natural gas and LNG, bringing further uncertainty and delays critical investments, ultimately slowing down the decarbonization process itself.

The problem with low carbon hydrogen is not in the fuel itself, but in the lack of realism and pragmatism required when the ambitions for the EU’s hydrogen market were set.

As 2030 looms in the distance, it has become clear that reaching the targets set in both the REPowerEU plan, and the EU Hydrogen Strategy, will not be easily achievable.

The technology prescriptive approach of the EU Hydrogen Strategy greatly limits Europe’s ability to meet the targets of 10 Mt imports and 10 Mt domestic production of renewable hydrogen and does not enable a functioning Hydrogen market in Europe.

However, with the right adjustments, the EU can still ramp up the decarbonization of hard-to-abate sectors and provide the needed quantities of clean affordable hydrogen both locally produced or imported.
