🔹 Who is Umar Khalid?

Umar Khalid is a former JNU student leader and activist who was arrested in September 2020 by Delhi Police in connection with the North East Delhi riots. He has been charged under the Unlawful Activities (Prevention) Act (UAPA) and other IPC sections in what police describe as a “larger conspiracy” case. Umar Khalid has spent years in jail without trial, with bail repeatedly denied. He and his lawyers have consistently denied all allegations.

🔹 What is UAPA and why is it controversial?

The UAPA is India’s strongest anti-terror law. Its strict provisions make bail extremely difficult, even before guilt is proven. Critics argue that the law allows long-term imprisonment without conviction, and is increasingly used against activists, students, journalists, and dissenters rather than proven terrorists.

🔹 2020 North East Delhi riots — what really happened?

The communal violence in February 2020 led to 53 deaths, hundreds injured, and massive destruction of homes and businesses. While many student activists and protest organisers were arrested under UAPA, several BJP MLAs and MPs accused by victims and civil society groups of making provocative speeches were not booked under similar serious charges. Courts have, at times, questioned the police investigation and selective application of law.

🔹 Why did US lawmakers write the letter?

Supporters of Umar Khalid say the letter represents international concern over civil liberties, prolonged detention, and fair trial rights in India. Critics, including the Indian ruling party, have called it foreign interference in India’s internal matters.
