MacArthur Center was announced in 1994 and opened on March 12, 1999, with Nordstrom and Dillard’s after multiple delays, while its third anchor space remained vacant. Over the years, the mall faced declining occupancy, with major closures like Nordstrom in 2019 and several national chains leaving in the late 2010s. The COVID-19 pandemic accelerated departures, and in 2021, Starwood Capital defaulted on a $750 million loan, leading to the mall’s sale to Spinoso. Norfolk announced redevelopment plans by 2030, and more closures followed, including Apple, Barnes & Noble, and Chili’s. In 2023, the city acquired the mall, and Dillard’s closed permanently.
