Now, about the question of "What is Scrum?"

Scrum is defines as a lightweight framework (not a methodology or process) that helps teams teams, companies and organizations generate or create value through adaptive solutions for complex problems. That's what Scrum is all about: helping teams solve complex problems!

Basically, Scrum requires the team's Scrum Master to foster, support and create an environment for the team where:

A Product Owner (aka PO) orders (not prioritizes) the work for the complex problem (often software) into a Product Backlog. (Think Jira! lol)

The complete Scrum Team turns that work into an Increment of value during a Sprint. That Increment is tied heavily to the definition of done.

The full Scrum Team and it all of its vested stakeholders inspect the results of a sprint and adjust for the next Sprint.

Scrum is supposed to be simple. You should try it. Determine if its philosophy, theory, and structure help to achieve goals and create value.

The Scrum framework is purposefully incomplete (whatever that means), only defining the parts required to implement Scrum theory. Scrum has been developed based upon by the collective intelligence of the developers who have used it. Rather than provide people with detailed, step-by-step instructions, Scrum guides relationships and interactions.

Various processes, techniques and methods can be employed within the framework, although Scrum itself is not a methodology or a process. Scrum wraps around existing processes and methodologies, or renders them unnecessary. Scrum prioritizes transparency and visibility and makes visible how well the current management, environment, and work techniques work so that improvements can be made.
