We had two fence posts rot out just below the surface in our mom's fence. Rather than break up and remove the old concrete, we removed the old posts. Unfortunately, the wood wasn't dry rotted so it took some work to clean out the 18" post hole. Once that was done, we pounded in new posts and reassembled the fence.
