As diplomatic tensions escalate between Canada and China, Saskatchewan’s Minister of Trade and Export Development, Warren Kaeding, says producers are bearing the brunt—this time through tariffs on Canadian canola seed.

Canola is Saskatchewan’s top cash crop, and Kaeding says the province is “definitely very disappointed” in China’s latest trade action, warning that producers “are not able to absorb any more hits” when it comes to profitability.

Speaking with RealAgriculture’s Shaun Haney, Kaeding stressed that while trade negotiations remain the purview of the federal government, Saskatchewan’s role is to create opportunity. “We’re out there building relationships, building that trust and building that support,” he said, ahead of a trade mission to South Korea and Japan focused on ag exports, potash, critical minerals, and foreign investment in the province’s value-added industries.

Premier Scott Moe is expected to travel to China during the same period, with Kaeding noting that Moe will meet with Chinese ministries across agriculture and natural resources. “We just… want to make sure that we’re in front of the respective ministries that understand what the concerns are,” Kaeding said, adding the broader aim is to “facilitate the opportunity for our federal government to meet with their national government.”

Frustration is building among farmers. “They’ve told us, in no uncertain terms, that they really don’t want subsidies or supports. They just want to be able to trade in a free and open market,” Kaeding said. “When you start throwing political issues on top of that… they’re having a difficult time trying to navigate what the risk is.”

Kaeding also reflected on the recent Midwest Legislative Conference in Regina, where U.S. and Canadian representatives met to discuss cross-border issues. “We have a lot of commonalities,” he said. “We each would be far better off securing [products] from each other than to go outside of that North American dynamic.”
