The idea of imposing a levy on bank depositors in Cyprus is merely a more obvious example of a process that has been going on for years now. Nor is it the first example of such an idea in history, countries from South America to the heart of Europe have tried it before.
In any financial crisis, it is always the creditors who end up paying -- because thet borrowers simply can't. Cyprus is simply a noisier example of this.
