Invest Your Retirement Packages Wisely; Don't Gamble - President Museveni Advises Retired Generals

25 September 2024.

His Excellency Gen (Rtd) Yoweri Kaguta Museveni, the President and Commander-in-Chief of the Uganda Peoples' Defence Forces, has advised retired Generals to invest their retirement packages in durable assets and avoid gambling their packages. He said, "That retirement package is very good for you, do not gamble."

Speaking yesterday (24 September) at the retirement ceremony of five Generals of the UPDF at State House in Entebbe, President Museveni said that he persuaded the government that the soldiers had over the years worked for no or low pay and now that they are retiring, there was a need to ensure that they retire with a reasonable package.

"I struggled very hard to make sure that as you retire, you get a good package. That is why I kept the casualty unit in Mubende; I said I can't allow a Ugandan who is injured and crippled in the army to go to the village when we are still getting these low salaries and be a pauper there," said H.E Museveni.

The President underscored the importance of the correct diagnosis on which the UPDF was built in finding a solution to the instability in Uganda's political scene in the 1960s with parties based on religious or tribal affiliation. He said that the Principles of Patriotism and its importance for Uganda's prosperity, Pan-Africanism, and the need for a bigger market, including the East African and African markets, and socio-economic transformation for market participation and democracy.

"So, therefore, when it comes to to Army building, we had no problem. We could not associate ourselves with the bankrupt line of sectarianism in the army. We need an army of Uganda but the army of Uganda must also understand the importance of Africa," said President Museveni.

Hon Jacob Oboth Oboth, the Minister of Defence and Veteran Affairs, highlighted the military's pivotal role in moulding individuals, from high school graduates to PhD holders, and their significant contributions to the nation. He praised President Museveni's visionary and strategic leadership, which has propelled Uganda, forward particularly the UPDF beyond national borders.

"The UPDF right now is one of the best, respected, organized, professional army, not only in Africa, but in the world, one of the best," said Hon. Oboth.

The Deputy Chief of Defence Forces, Lt Gen Sam Okiding in his remarks emphasized that retirement is not a new concept referencing biblical scripture in the book of Numbers 8:23-26.

"I would like to thank the Generals who are leaving the active service, You did your best. You gave your best to your country, especially when we had storms of turbulence," said Lt Gen Okiding.

He acknowledged the support from spouses and children for supporting the retiring Generals. "Some of your colleagues ran away when things were not well. But for you, you persevered and tolerated, and we are here to share the success."

Maj Gen Silver Kayemba, speaking on behalf of retired Generals, praised President Yoweri Museveni's leadership and guidance, which has elevated Uganda and the Uganda People's Defence Forces (UPDF) to global recognition. He commended the President for uniting Africans during times of instability, showcasing his exceptional leadership qualities.

"It is the leadership and guidance you have consistently and constantly provided to us that help the Army to reach international recognition that we have seen today," said Maj Gen Kayemba.

To the family members of the retired Generals, Maj Gen Kayemba said, "The nature of our work took us away from and you accepted. Now the same nature has brought us back to you. We kindly ask you to be accommodative as we adjust back into this life."

The Retired Generals included:
Major General Silver Kayemba
Brigadier General Christopher Kasaija
Brigadier General Charles Kisembo
