Kenya’s Recognition of Prior Learning (RPL) policy is a transformative initiative designed to certify skills gained outside of formal education, offering new opportunities to thousands of skilled, self-taught workers and refugees.

Developed by the Kenyan government and the International Labour Organization (ILO), this policy addresses a major need in a country where 80 to 90% of the workforce operates in the informal sector. Without formal certification, these workers have struggled to access stable jobs despite possessing valuable skills in trades such as construction, welding, and tailoring.

The RPL policy, launched after three years of planning, involves a comprehensive framework to assess and validate skills across multiple industries. In 2023, Kenya piloted the program in five trade areas, certifying over 600 individuals, including refugees, in a ceremony that underscored the policy’s impact on social inclusion.

The RPL policy now aims for nationwide reach, with accessible assessments in multiple languages, signaling a significant step toward a more inclusive economy and workforce in Kenya.
