If the Recruitment provides for Merit cum choice/preference method of selection, then two different categories of recruitment will be governed by two different set of method/practice.

 

Slde 1:

For Convenience let us describe it as:

1) Homogeneous : One Post to be filled in different districts or Medical Seats to be filled in different colleges.

2) Heterogeneous: Several Posts/Service/Cadres are filled by way of one common entrance Examination like UPSC or State Public Service Commission.

Two Methods are different as there are variations, which accrue to the successful candidates, because in Heterogeneous category services may differ in terms of status and conditions of service including pay scale, promotional avenues, etc.

 

The selection will happen on the basis of Merit List and the persons on the top of the list will get their preferred choice of District or Seats in Medical Colleges however when Reserved Category candidates are appointed on the Open Merit List because of thier merit (they having higher marks in Examination)(they are known as Meritorious Reserved Candidates) they may not get their preferred choice however the candidates on the top of the reserved category list might get their preferred choice of district or seats due to the seats/posts reserved for that category in that particular district/college.

This puts the Meritorious Reserved Candidate at a disadvantageous position as for example even after scoring higher marks say 70 he will be getting the second preferred or third preferred choice as he is in Open Merit whereas the Reserved Candidate in SC or ST category will be getting 1st preferred choice at 60 marks which is unfair to the MRC.
