SPORTS PHOTOGRAPHY: THE LOWEST SHUTTER SPEED TO FREEZE ACTION PHOTOS

My starting shutter speed I use when I walk into a venue, is 1/1600. But sometimes in some of the darkest arenas and venues, that simply isn't an attainable setting. So what is the absolute, lowest and slowest shutter speeds you can use for sports photography, and still see reasonable results?
