Actually, 21 new shows. The 22nd was Centennial, a 26-hour maxi-series that usually aired as two-hour episodes, if not three hours, and was randomly scheduled on Sunday nights some weeks and Saturdays other weeks between October 1978 and February 1979. It wasn't exactly a regular weekly series but still lengthy enough to be regarded as a new series, nevertheless.
