Wetness causes friction and a suction-like effect which makes it more difficult to move the liner around as needed to remove wrinkles and it will need to be manually moved into place. A dry pool floor would allow the liner to move more freely into place with the vacuum on and less manual manipulation. Wrinkles in the center of the floor, and as much as possible around the edges, should be out of the liner before adding water to the pool.
