In a two-page letter written by Finance Minister Pranab Mukherjee to Prime Minister Manmohan Singh dated September 26, the former put down on record that the controversial 2G note was issued at PMO's behest. According to the letter (a copy of which is with TIMES NOW) written a day after the two discussed the note in New York, the controversial note which suggested that then Finance Minister P Chidambaram could have prevented the scam by insisting on auction of spectrum was drafted after detailed consultations with the PMO and the Cabinet Secretary.
