Section 105 of the Copyright Act of 1976 places most works created by the United States government in the public domain, meaning they are not protected by copyright and can be used without permission
Works of the United States Government (Section 105). This section states a basic premise of the Act of 1909--that works produced for the U.S. Government by its officers and employees as part of their official duties are not subject to U.S. copyright protection.
Copyright Disclaimer under section 107 of the Copyright Act 1976, allowance is made for "fair use" for purposes such as criticism, commentary, news reporting, teaching, scholarships, entertainment, education & research.
The Texas Public Information Act (PIA) gives Texas citizens the right to access government records and information
Section 552.002(b) of the Government Code states the Public Information Act applies to recorded information in practically any medium, including: paper; film; a magnetic, optical, solid state or other device that can store an electronic signal; tape; Mylar; and any physical material on which information may be recorded, including linen, silk, and vellum. 40 Section 552.002(c) specifies that "[t]he general forms in which the media containing public information exist include a book, paper, letter, document, e-mail, Internet posting, text message, instant message, other electronic communication, printout, photograph,
film, tape, microfiche, microfilm, photostat, sound recording, map, and drawing and a voice, data, or video representation held in computer memory."
