Henry's Law - The solubility of a gas in a liquid is directly proportional to the partial pressure of the gas above the liquid.
The pressure of a gas over a solution determines the solubility of the gas;
in other words: more gas dissolves at high pressure. When carbonated water is placed in a syringe with a suitable pH indicator, decreasing the pressure of the CO2 decreases the amount dissolved, and the change can be detected by noting its effect on the carbonic acid equilibrium.
The change in pH is due to the reaction of CO2 with water-
CO2 + H2O -------- H+ + HCO3
