The international development cooperation regime has been divided into humanitarian aid-development, development-peace, peace-humanitarian aid through the Dual Nexus approach until now. Since an earnest, detailed discussion of HDP Nexus, Humanitarian aid-Development-Peace, began in 2016, the OECD DAC adopted the recommendation in 2019 to implement complementary humanitarian cooperation. Since then, it has been studied and discussed in the importance and applicability of Triple Nexus.
On the other hand, humanitarian development(HD) cooperation with North Korea has limitations of not achieving SDGs, while three factors of HDP Nexus are divided by various actors. Therefore, Experts and foreign speakers will be invited for in-depth discussions to focus on whether HDP Nexus can be achieved to HD cooperation with North Korea and what tasks are needed to achieve peace on the Korean Peninsula.
