Ken Williams was an FBI special agent for 30 years. He became well-known for writing the “Phoenix Memo,” which advised the FBI of a possible coordinated effort by Osama bin Laden to send students to the U.S. to attend Arizona civil aviation schools. This was two months before September 11, 2001. Here, Williams talks about how foreign countries send students to universities across the U.S. to spy on research projects, and how the FBI tries to recruit some of these students to work as double agents.
