When City Planner Plays proposed this challenge I'd take a crack at it and see how well I could form a town in an hour. The first time, I finished feeling like could've done much, much better. So I went again, strategized a bit, learned the curve. Eventually, I was able to crack how to get that elusive milestone 8 within an hour of gameplay! Once i achieved that, this was the resulting city.

The city was loosely inspired by a stop in Corner Brook, Newfoundland when I was on a cruise last year. The city was centred around a large paper mill. I really love that asset in CS2. With a few forestry zones you could unlock it and spur both industrial growth and provide a lot of jobs.

Naturally, I added a cruise port and used Taxis as the primary method of transport.

The German elementary school is probably what actually allowed me to drive so much growth. Eventually I realized that pushing all the services you could, going further and further into a loan debt, you could rifle a city into 20,000+ inhabitants in the hour and survive off the bonus cash and loan with each milestone. At that breakpoint of milestone 8 I could afford the massive cargo port. With the highrises and following demand, I could balance the budget. In the end I could have absolutely spammed buildings but I made sure to try and get a nice gradual skyline instead and keep things looking in place. It was very tempting to start using every zone tile I could.

One other tip is to not underestimate trees; they can improve land value and help upgrades. They are also a very quick way to make a city look good, especially given mine was based on forestry.

Some runs were stunted when transportation was bottle-necked, make sure you have traffic always flowing.

I saw on CPP's video that the offshore windmills were considered a little cheeky but I thought it was a neat idea and I wasn't abusing it. It was a feature and not a workaround! You actually need to buy tiles to be able to connect to a shipping lane anyways and it wasn't against the rules. Could have easily put them on the main island or just used a fourth coal plant.

It was a lot of fun to learn the game with this constraint and even after CPP's contest I highly suggest trying it out for yourself if you haven't. I can see other's attempts were having just as much fun as I was!
