How to make a horse more forward is changing the way you school him. Think of stimulating their mind and creating variety so they are concentrating and focusing. If you trot around and around on a circle, the horse will switch off and become bored so you need to do exercises that inspire them to try hard and work with you.
Making your horse forward is trying new things, being beautiful with your contact so you don't punish him with a hard contact when he does go forward. Rewarding him for his efforts when he tries to please you, keeping his work shorter and full of different activities.
