Ford Explorer high beam stays on, Stuck on, high beam, ford lights

Vehicle came in with High beam always on when you turn the low beam on, and you can never turn it off unless you turn the low beam off, I already checked the wiring, there was no short or open circuit, also it is important to note that There is no BCM or ECM or any kind of Module that involve in turning this high beam light other than the combination switch or the multi function switch, relay and fuse. so the relay it seems was replaced and also stock in closed position, as soon as I disconnect the high beam harness from the switch the light turn off, So I did successfully replaced the multifunction switch and lighting issue was fixed.
