They’ve had relations for centuries (maybe 700+ odd years) because of their shared Catholic faith. They have a long (not lengthy but long still) relationship with each other
And aside from their long standing relationship they have some stuff in common too;
Along with Singapore, are sometimes considered city states (Although Singapore is more agreed on being one and sometimes referred to as the only city state in the world)
Of course their long standing shared Catholic faith that was the roots of their friendship
They also used to be significantly larger than they are today (Monaco used to own 95% more land and Vatican City used to be the Papal States, or a continuation of that if you wish and it was quite big, quite I mean very big compared to modern day Vatican City)

Canada & Netherlands;

Liberation of the Netherlands, Canada contributed a lot to it. Canadian soldiers also stayed to look after the people (Which I think the Dutch then out up things like ‘Thank you Canadians’ meanwhile Americans and Brits “What the fuck man where’s our thanks?” /j)
