This is a very simple little fuel pump. It uses the cam of the engine to rock this little arm back and forth which pushes and pulls on a diaphragm to cause a suction effect from the tank. Over time that diaphragm can wear thin and tear, then you have no suction. Today I am changing it out. I've since actually upgraded to an electric pump, and bypassed this manual pump entirely.
