Most international students end up moving to Regional Areas for Permanent Residency. However, there are still ways to get PR if you study and work in Metro Areas through Employer Sponsored Visa 482.
Skilled Visa 491 and 190 in this financial year has been easier in requirement however, the competition is very dynamic comparatively to regional states like SA, Tasmania or NT.
In terms of getting Australian PR in NSW, Victoria and QLD, you should consider an employer sponsorship program. Employer sponsor migration relies on there being an employer that is willing to sponsor you for a visa.
This can be a challenge to some occupations depending on your study location.
So they can be incentives to study in bigger cities so that you got access to more prominent employers or organizations.
This is particularly the case when you are focusing on occupation which might be more employed by big organizations which tend to be in Melbourne or Sydney
This could be occupation such as:

General Manager
Management Accountant
Software engineer
Please note, the occupation is the most important to determine whether you can get PR with Employer sponsorship program in Australia or not.
