The real way to gain access to Palace of the Four Sword is to complete both A Link to the Past and Four Swords on the same file. Once you do that, the NPC at the entrance will disappear. There is a method to enter the dungeon without ever playing Four Swords, however, using a simple glitch. This glitch will take some patience, however, as you need to time a mirror warp and also walk underneath a floor blindly. Good luck!
