The trucking industry just hit a policy reset.

Earlier this year, the California Air Resources Board (CARB) withdrew requests for approval of the Advanced Clean Fleets (ACF) rule. Recently, the Trump Administration has revoked EPA waiver that had permitted California and other states to implement their Advanced Clean Trucks rule. Additionaly, another EPA waiver that allowed California and other states to enforce its Low NOx Omnibus rule has been revoked. The Big Beautiful Bill has put an end to EV incentives and infrastructure funding starting in 2026.

Suddenly, the regulatory landscape that has steered much of the truck equipment development over the past four years has taken a right turn.

Craig Segall, former deputy executive officer at the California Air Resources Board, sat down to unpack the current regulatory challenges. He also laid out a path forward that could better balance clean air goals with practical business needs.
