The third day of SCIC 2025 focuses on how smart living, intelligent states and data-driven governance reshape public administration, everyday life and democratic practice – on site at SNSPA Bucharest and in parallel online tracks.
Across the day, sessions explore how technology, law, policy, education and ethics can work together so that digital transformation remains firmly centered on people, communities and public values.
🕘 09:00–10:30 (EET) – IDEA LAB KEYNOTE PANEL: Smart Living
A keynote-style discussion on what “smart living” actually means in practice:
how IoT and remote monitoring can support more sustainable, responsive environments,
how generative AI can turn ideas into concrete value for citizens and organizations,
and how different smart city models and trajectories emerge in Europe compared with the United States.
This session sets the tone for the day by linking technology, everyday life and governance models.
🕚 11:00–12:30 (EET) – SCIC PANEL 1.x
SCIC PANEL 1.1 – Adaptive Smart Ecosystems
Focus on smart ecosystems that adapt across regions, cities and sectors: regional cooperation, smart urban design, innovation in public spaces, monitoring digital transformation and rethinking regulation for the data age.
SCIC PANEL 1.2 – Digital Boundaries and Smart Horizons (Room 619)
Debates around freedom of movement, education, green finance, disinformation and community innovation in the digital era, looking at how “boundaries” shift when economies, societies and information flows become smart and connected.

SCIC PANEL 2.1 – Designing the Intelligent State
Examines how to design an “intelligent state”:
smart mobility and urban development,
digital accounting and audit as foundations of trust,
risk and vulnerability mapping,
cybersecurity for resilient smart governance,
and innovative approaches to taxation in times of overlapping crises.
SCIC PANEL 2.2 – Smart Economies in Transition
Explores how smart technologies and skills support economic and social transitions:
integrating smart solutions with cultural heritage and rural development,
digital media and citizen engagement,
balancing administrative discretion with algorithmic tools,
decision-making models in smart public administration,
and digital skills as a core driver of transformation.
🕒 15:30–17:00 (EET) – SCIC PANEL 3.x
SCIC PANEL 3.1 – Digital Corridors of Governance
Looks at digital corridors, borders and value chains:
smart border management and cross-border security,
smart education through digital learning platforms,
e-participation and transparency,
and lessons from e-governance under crisis conditions.
SCIC PANEL 3.2 – Digital Transitions & Human Values
Addresses the human side of digital transitions:
smart education investments and inclusion,
participatory governance in cities,
ethics and law of datafied homes and urban spaces,
digital permitting and building standards,
and inclusive design for neurodiverse learners in higher education.
🎓 17:30–18:00 (EET) – Ceremony Awards & Closing Session
The day concludes with an Awards Ceremony and Closing Session, recognizing outstanding contributions and summarizing key insights on how to lead for the people while accelerating with the digital in smart cities and digital governance.
e-PANEL 1.1 – Evolving Smart Societies (11:00–12:30)
Focus on how smart societies emerge over time: education, resilience, civil society, work–life balance and the wider social impacts of digitalization.
e-PANEL 1.2 – Smart & Sustainable (11:00–12:30)
Links circular economy, digital transformation, sustainability and mobility, with case studies from cities and regions experimenting with new models.
e-PANEL 2.1 – Human-Centered Smart Cities (13:30–15:00)
Comparative and conceptual views on metropolitan regions, smart living technologies, digital twins and environmental resilience, all framed around human needs.
e-PANEL 2.2 – The Ethics of Smart Transformation (13:30–15:00)
Addresses ethics, alliances and knowledge systems: capacity-building for smart territories, smart homes as interfaces, machine learning in learning environments, and fairness in intelligent legal systems.
e-PANEL 3.1 – Smart & Secure Governance (15:30–17:00)
Analyses industrial policy for AI, green cities, citizen trust and security, AI security readiness and smart governance for recovery.
e-PANEL 3.2 – Governing in the Age of Data (15:30–17:00)
Explores data-driven governance: perceptions of environmental impacts, e-government trajectories, AI in education, digital leadership and tech-led urban transitions with citizen participation.
