STORYLINE:

The American civilian overseeing Iraq's reconstruction traveled to Basra on Monday for a tour of the city that fell to British coalition troops during the war.

Iraq's U.S. administrator, retired Lieutenant General Jay Garner said he expects a small group of leaders to take the reins of post-Saddam Iraq.

He said he hoped the emergence of a stable leadership could facilitate the effective vision of essential services to Iraq, including law enforcement.

Retired U.S. Lieutenant General Jay Garner is scheduled to spend his one-day-trip to Basra visiting a school, hospital and an oil refinery and will be conferring with a local sheik.

Garner's Office of Reconstruction and Humanitarian Assistance has been working with the U.S. military to restore order in Iraq.

Major General Tim Cross, deputy to Garner in the Office for Reconstruction and Humanitarian Assistance, said progress was being made in the reconstruction of Iraq, despite the concerns of some.

Cross said the links between various ministries and regions was working well.

Cross and Garner toured Basra with Ole Woehler Olsen, recently appointed as the administrator for Basra province.

Olsen has been Denmark's ambassador to Syria since October 2000, and is a practising Muslim.
