It has become evident to many in the health policy community that the delivery of truly patient-centered care depends on eliciting, and acting upon, meaningful feedback from patients and families. It was only a decade ago that patient experience of hospital care was first routinely publicly reported via the Hospital Consumer Assessment of Healthcare Providers and Systems, or HCAHPS survey. These metrics have become increasingly incorporated into Medicare value-based payment assessments. This congressional briefing will explore the status of patient experience measurement as the health care system continues to evolve towards a greater focus on value.

The rationale for measuring patient experience in the health care system;
The role of HCAHPS, and other patient experience measures, in value based purchasing arrangements; and
Opportunities to better align measures with today’s understanding of patient experience.
