Scanian - A Swedish dialect or a minority language?

Scanian (Skånska) is a south-Swedish dialect from the province of (Scania) Skåne. I give you a brief historic view of the journey of the language spoken in this region which has been both Danish and Swedish territory through history. Is Scanian considered a dialect or a minority language and why?
