Since the Paris Declaration on Aid Effectiveness in 2005, countries have been working to establish monitoring and evaluation (M&E) systems. The Sustainable Development Goals and Agenda 2030 have further encouraged the strengthening of these systems to track progress towards achieving 17 global goals.

Progress in developing monitoring and evaluation of national systems has varied among regions and countries and has fluctuated over time. The unique context of each country, including political, economic, and environmental factors, has led to the adoption of innovative and adaptable monitoring and evaluation practices but has also generated frustration over the lack of expected progress. Challenges such as unclear short-run benefits for stakeholders, limited personnel, overburdened public officials, and income classifications that restrict external support have affected the progress and sustainability of these systems.
