NEW LAYER VIA COPY
Command/Control + J
Duplicate a layer.

Selection + Command/Control + J
Duplicate the portion of the selected layer that is contained within the selection.


NEW LAYER VIA CUT
Selection + Command/Control + Shift + J
Cut the portion of the selected layer that is contained within the selection and move it to a new layer. If the selected layer is a background layer, the selected area will be filled with the background colour. To avoid filling the selected area, turn the background layer into a regular layer by clicking on the padlock icon.
