Canada: Targeted Caps and PAL Exemptions

Canada has moved from a broad intake system to a highly regulated "cap" system to manage housing and infrastructure.

Study Permit Caps: The government will issue approximately 408,000 study permits** in 2026 (a 7% reduction from 2025).
PAL Exemption for Postgrads: Starting January 1, 2026, Master’s and Doctoral students at public institutions are exempt from the Provincial Attestation Letter (PAL) requirement. This makes the application process faster and easier for advanced degree seekers.

Europe (Germany & Netherlands)

Germany: Remains a top choice with an 18-month job-seeker permit after graduation. The "Blocked Account" amount has increased to approximately €11,904 per year.
Netherlands: Continues to offer the "Orientation Year" (Zoekjaar) permit, allowing one year of unrestricted work for graduates of top-ranked universities.
