JUSTY SIRION EPS POWER STEERING FAULT FIX

It took me quite a while to glean enough information to make me realise that I might actually be able to fix this fault. Here are the details of how I managed to solve my problem. It was basically a case of the motor being so filled with carbon dust, that it was messing up the self test of the unit, while it was measuring voltage drop somewhere about the armature / commutator. With the carbon dust blown away everything works like new. I am not recommending that you do this repair. Tampering with a vehicle's steering can lead to death. As regards to why wiggling the steering wheel lets the car start with normal EPS operation, I am assuming that so much carbon dust being present all around the armature, is causing the self test to be measuring virtually a direct short circuit through all that dust. By shaking the steering wheel, the dust is being shaken around a bit, and in such a state the conduction path through the dust to the commutator isn't so direct, i.e. the disturbance is probably changing the resistance being detected. But this is purely an assumption.
